of obama care, right, and who famously, the citizens of kentucky have reaped the benefit. kentucky now leads the nation in new sign-ups for health insurance, and that would be huge anywhere. it is a particularly huge deal for a state whose population is as unhealthful as kentucky's is. i don't mean any offense by it, but kentucky's population ranks at the bottom or toward the bottom of the nation's health ratings in lots and lots and lots of different categories, and kentucky has a lot of uninsured people. and it's the exact same deal two states over in mississippi, but in these two states, in the same part of the country, with the same health problems in their populations and a lot of the same challenges, one of them, kentucky, is now best in the nation in terms of people getting health insurance, and one of them, mississippi, is now worst in the nation, and not because they wouldn't know how to fix their problem. they knew how to fix their problem, but they stopped fixing it. mississippi has enrolled a smaller percentage of its population than any other state in the nation. they do n

the last five years between left and right since obama came into office is, essentially, a debate over the classic, the fundamental issue of our democracy. and all the debates -- obamacare, cap and trade, the stimulus -- all of these things are subsidiary to the central question that has been at the heart of our politics ever since he was sworn in. and that is what is the proper size and scope and reach and province of government. or to put it slightly more grandly, what's the nature of the american experiment, and to put it in its grandest terms, we've been arguing about the relationship between citizen and state. and the one column that sort of addresses that the most directly is a column called did the state make you great. and remember, that came right after obama made the famous statement if you have a business and you've had success, you didn't build that, somebody else made it happen. i mean, that's a crystallization of the great argument between left and right. and i try to point out in the column obama said what was almost a platitude, you know? you don't operate alone, there

you have democrats fighting so many issues right now, they have a sinking popularity among their leader, president obama, they're defending a lot of senate seats this coming election, obamacare is causing them real heart burn, they're going to have a rob when it comes -- a problem when it comes to turnout and a base that's not enthusiastic. that duds affect a -- that does affect a party. so these are very real issues. now, both sides have the beauty of this: you can stiff your base because at the end of the day they have nowhere else to go. the question is, will they go to the polls and support the candidates, or will they stay home in and i think when you look to 2014, democrats have a lot of work to do right now with their popularity numbers and their policies, they're just not popular. obamacare's the driver of that. >> and that was projected last year with turnout being low among democrats, and you had african-americans -- >> obamacare wasn't relevant then, david. david -- >> obamacare was the. anybody wants is a shutdown other than maybe harry reid and president obama distracting from the patient protection and affordable care act. i'm the right wing saying we need to use the full name. but no, the federal government does enough harm to our economy, day in and day out. the last thing we need is keep on additional harm by shutting down the government. i know republicans are absolu absolutely dedicated to fixing the long-term problem. but we certainly don't want a shutdown at all. i know paul ryan. and i think chairman murray are really working together to try to stabilize the situation, come up with something. if we can get some long-term mandatory reforms in exchange for, you know, some sequester relief, maybe plus up some defense, i know people are highly concerned about readiness in our military. and you've got to do a little giving from that standpoint. you need some real structure reform to the long-term mandatory spending programs in order for that deal to work. >> it puts it out past the 2014 election. >> that's they're talking. let's hope nobody throws a poison pill in
